New defcustoms.
(texinfo-insert-quote): Don't call tex-insert-quote, to avoid
autoloading tex-mode; instead, do the same manually.  Use
texinfo-open-quote and texinfo-close-quote.  Insert literal quote
with numeric argument.  Docstring fix.
(toplevel): Require cl when compiling.
